As part of the implementation of the 2025 Action Plan of MINPMEESA and in line with the recommendations of the Annual Conference of Central and Decentralized Services, a series of awareness meetings will be organized across all Regional Delegations.
These sessions will bring together: the DES team, Regional and Divisional Delegates, Heads of Social Economy Services, as well as Presidents of RERES, REDES and RELES of the host division.
Topics on the agenda:
1. Optimization of the Structuring of Social Economy Actors
Transmission of the Minister’s instructions regarding the reinforcement of structuring and monitoring of networks.
Capacity building of networks on their roles, in line with the 2019 Framework Law and the 2020 Prime Ministerial Decree.
Stimulation of synergy between decentralized services, local elected officials, and social economy actors.
Improvement of existing networks’ functioning and promotion of new membership.
2. Registration of Actors in the General Register of SEUs
Highlighting the importance of the register: visibility, legitimacy, credibility, and access to advantages such as eligibility for public subsidies.
Clarification of the conditions and registration procedures, including the prerequisite of acquiring the Social Economy Unit (SEU) status, which certifies compliance with social economy principles.
Legal foundation: 2019 Framework Law and 2022 Prime Ministerial Order on the operationalization of the register.
3. Scope of the Support Terms of Reference
Strengthening the capacities of MINPMEESA officials, particularly Divisional Delegates, on the specific provisions of the terms of reference for support to micro-projects generating income and jobs.
Emphasizing the role of Mayors and enhancing collaboration for efficient monitoring of the support provided.
